The decade-old mystery surrounding “jungle girl” Rochom P’nhieng has taken yet another turn, with a family from Vietnam coming forward to claim her as their long-lost daughter.

P’nhieng captured international headlines when she was discovered wandering naked in a Ratanakkiri forest in 2007. She was taken in by a family in Un village who identified her as their daughter, claiming that she went missing while herding buffalo at the age of 9 or 10 in 1989 and was believed to have roamed the jungle for some 18 years.

However, a man named Pel, 70, from Gia Lai province in Vietnam, visited P’nhieng’s Cambodian custodians last Wednesday and Saturday, claiming that the woman was his long-lost daughter. Pel told P’nhieng’s purported Cambodian brother, Rochom Khamphy, the woman was not called P’nhieng but Tak and that she had disappeared in 2006 at the age of 23 after having a mental breakdown.

Khamphy said he was struck by the resemblance between the two.

“He recognised her by a spot at the corner of her lip, a scar on her left wrist and a condition with her ears. The father looked like her,” he said.

Despite international press coverage of her discovery, as well as theories as to how she came to be in the jungle, the Vietnamese family only found out about her recently through social media.

Pel came with nine relatives and a handful of documents – such as P’nhieng’s birth details and a report of her disappearance – in an effort to prove she was his daughter.

“If they had no evidence, I would still recognise her as my sister. But they had evidence and what they said is logical, so it is alright,” Khamphy said.

“We can give her back to them. If she was not their relative, they would not come to take her, because it is not easy to raise and take care of her. She is like a child.”

It has indeed not been easy caring for P’nhieng; when the Post visited her in January, she spent most of her days naked in a small, lightless hut. She would defecate in the hut, tear out her hair and rip off her clothes, but her family said they did not know another way to keep her from wandering off.

P’nhieng fled in 2010 and was missing for several days before she was found trapped in a 10-metre-deep dugout latrine.

Her Cambodian “father”, former Lumchor commune police officer Sal Lou, died in 2013, while her “mother”, Rochom Sory, is almost blinded from cataracts.

Khamphy said his family had asked Pel for $3,000 as compensation for taking care of P’nhieng for the past nine and a half years – money he said would be used to treat his mother’s blindness.

Chhay Thy, provincial coordinator for rights group Adhoc, said he is monitoring the case to ensure that P’nhieng’s human rights were respected, and added that Pel’s account made more sense than Lou’s. “The Vietnamese family has witnesses and background confirmation from their authorities. Their claim is more reasonable than Sal Lou’s,” Thy said.

He added a voluntary donation would not constitute trafficking and hoped her Vietnamese family would be better equipped to support her and her needs. Her Cambodian family is now preparing legal documents and permission to transfer P’nhieng home to Vietnam with the help of village, commune and district authorities.

O’Yadav District Governor Mar Vichet, said while the case depended on the families to reach an agreement, a court decision was necessary. Provincial court spokesman Keo Pisoth said the case is entangled in immigration law and the Cambodian family’s decision must be backed by the courts and permission from local authorities.

While Pel may have found his daughter, the revelation means Khamphy’s sister is still lost. However, after consulting a fortune teller, Khamphy holds onto hope that she is still alive even though she has now been missing for 27 years.

A new survey has revealed that the HIV prevalence rate among transgender women in Cambodia stands at a 5.9 per cent – a rate NGO leaders working on the issue called “alarming”.

The findings of the first-of-its-kind comprehensive survey were released on Friday by the National Centre for HIV/AIDS, Dermatology and STD Control (NCHADS) and the health NGO KHANA.

A total of 1,375 transgender women from 13 provinces participated in the survey. The three provinces with the highest prevalence rates were Banteay Meanchey, with 11.7 per cent; Siem Reap, with 11.3 per cent; and Phnom Penh with 6.5 per cent.

Choub Sok Chamreun, director of KHANA, said although the overall prevalence rate for this group was not bad compared to other countries in the region, it was high compared to the prevalence rate among the general population within the country, which stands at just 0.6 per cent.

“It’s quite alarming,” he said.

In 2012, the prevalence rate for the same group stood at 4.2 per cent. Although, Sok Chamreun said the methodology for that year’s survey was different, and therefore, couldn’t be compared.

But the findings of the new survey indicate that transgender individuals could be at increased risk. For instance, only 45 per cent of participants had been reached by NGOs with intervention programs in the past three months.

Condom use also remained low, and hormonal therapy was being used without medical guidelines and was often self-administered, Sok Chamreun said. Additionally, only 48 per cent of those with HIV were receiving treatment.

Ou Virak, founder of the think-tank Future Forum, said the best way to reach out to transgender people is by integrating them into the general population. He said the problem is that “they are never truly accepted”.

“It will take the government and the politicians to really call for a change on how we see them and how we treat them,” he said, adding that without integration, intervention efforts will continue to fall short.

Dr Ly Penh Sun, director of NCHADS, didn’t return requests for comment, and Mun Phalkun, a surveillance officer at the centre, declined to comment yesterday.

Dr Kasem Kolnary, director of the NGO Cambodia HIV/AIDS Education and Care, said his organisation doesn’t specifically reach out to transgender individuals because his NGO’s donors haven’t shown an interest in targeting them.

“We need more funding, because many NGOs want to do the work, but they don’t have the donors,” he said.

A group of Kem Ley’s former students are compiling the murdered political commentator’s speeches and writings into a series of books.

Ley, who was gunned down in a Phnom Penh petrol station on July 10, was known for his strident criticism of both major political parties and focus on improving government policy.

“First, we compiled all the political analysis pieces of teacher Kem Key from his Facebook account, which he used to publish articles, but following a group discussion, we will also compile all of his speeches that he presented in the media as well,” said Moung Sony, one of Ley’s students and a participant in compiling the book.

Sony, a leader of the Khmer Student Intelligent League Association, said four of Ley’s students along with three other university students were involved in the project. He said a publishing date had not yet been decided, but the group would hold a press conference when the books were available – possibly at September’s end.

The books would be available for free to students and the public but donations would be welcomed to encourage the group to publish more.

Health workers in Svay Rieng have filed a complaint accusing the province’s health department of demanding bribes of short-term contracts employees and freelance workers hoping for full-time government jobs.

The complaint, delivered to the Anti-Corruption Unit, prime minister’s office and Health Ministry, alleges that the director of the province’s health department, Ke Rotha, demanded $5,000 in exchange for permanent civil servant positions.

“The application process to request becoming a government civil servant for the Ministry of Health involved many irregularities, such as bribery, faking and changing names of contracted staff,” the July 21 complaint reads.

The transitioning of contract workers – including nurses, midwives and doctors – to permanent government employees has come in response to a June Facebook announcement in which Prime Minister Hun Sen called for the move.

One of the complainants, Mao Sitha, a medical staffer at Romeask Hek district hospital, said of the 200 contract or freelance staff working for the provincial health department, only 15 were put on government payrolls, with 33 others being selected from outside the official list.

“When we searched, we found many cases [of bribery]. Some people boasted that they gave him up to $8,000,” Sith said yesterday. “Only 15 people from the province were selected, but he [Rotha] hired outsiders who paid him $5,000 to $8,000.”

Another worker, who spoke on the condition of anonymity, said she was prepared to pay Rotha $5,000 for a permanent position but did not pay up after her name failed to make the list.

Rotha could not be reached yesterday. His wife said that he was in Vietnam for a health checkup.

Claiming to have read the allegations on Facebook, Provincial Governor Men Vibol said he had instructed officials to look into the matter.

Kuy Thy, deputy director for recruitment at Svay Rieng’s health department, denied being part of any corruption in the department and said he only worked with Rotha to finalise the list of workers to receive permanent jobs.

Of the 200, he said 83 were medical workers and the rest, 117, were freelance workers, including drivers and administrative assistants.

However, officials gave conflicting accounts as to which were entitled to government jobs.

While Thy claimed the ministry instructed them to hire only the freelance workers, Orn Sophat, deputy director at the provincial health department, said Hun Sen’s orders only applied to qualified medical contract workers.

“I also heard about [Rotha] taking money, but I cannot say because I have no evidence,” he said. “But I think the department has made a big mistake. I asked department officials from other provinces, and they, too, said they included all contracted employees [including freelance workers].”

ACU head Om Yentieng and Health Ministry spokesman Ly Sovann could not be reached yesterday.

Self-exiled opposition leader Sam Rainsy will today appeal a guilty verdict and hefty fine handed down in a defamation case brought by National Assembly President Heng Samrin, according to Rainsy’s lawyer Sam Sokong.

On Thursday, Rainsy was found guilty of defamation in a case stemming from a November Facebook post and video in which he said the regime that succeeded the Khmer Rouge in 1979 had sentenced the late King Norodom Sihanouk to death on charges of treason.

Sokong said Rainsy – despite not sending a lawyer to defend his case – were dissatisfied with the verdict. “The Appeal Court will consider strictly about the facts and provide justice to my client,” he said.

Samrin’s lawyer, Ky Tech, refused to comment yesterday, but on Thursday he, too, vowed to appeal, claiming the fine should be doubled to 300 million riel (about $73,000).

Rainsy could not be reached yesterday but in a statement last week said he never named Samrin in the post. “They really wanted to eliminate/kill Norodom Sihanouk, at least from a moral and political point of view,” he wrote.

Severs storms in Kampong Speu on Saturday injured at least six people and damaged 55 homes – completely destroying six of them – in the province’s Rakar Thom commune in Chbar Mon district, said Chhoeng Socheat, Chbar Mon deputy chief of inspection, adding that the storm also damaged crops.

Five individuals sustained mild injuries, but one man remains in Kampong Speu Provincial Hospital with serious arm, leg, head and back injuries sustained while protecting his 18-month-old son from their collapsing home. The child was unharmed.

“Before it rained, the atmosphere was terribly hot, and then the wind started blowing strongly,” Socheat said.

According to Keo Vy, spokesman for the National Committee for Disaster Management, as of Friday, storms and lightning strikes this year had already claimed 91 lives, injured 266 people and killed 59 head of cattle.

In addition, they’ve damaged more than 8,000 homes and public buildings, including schools, police stations, pagodas and health centres.

“The numbers have increased a little if we compare to the same period last year,” Vy said.

The Labour Ministry has chided social media celebrity Thy Sovantha and student leader Srey Chamroeun for claiming to represent unions and workers at a recent protest, and threatening legal action if it happens again.

The two led 100 garment workers in a July 24 protest of a speech made by CNRP leader Sam Rainsy at the European Parliament asking the bloc to use garment imports as a bargaining chip to improve human rights in Cambodia. Their letter to City Hall seeking permission for the protest claimed the pair represented the workers.

The letter rebuking the pair was issued on Friday following a request for intervention the day before from Free Trade Union (FTU) deputy president Man Seng Hak. “We warn Srey Chamroeun and Thy Sovantha to stop any union-related activity without registering [as a union] immediately,” Koy Tepdaravuth, head of the labour dispute department, said in the letter.

Tepdaravuth also warned the duo that they would face legal action as per the provisions of the Trade Union Law.

While the FTU letter cited articles 80 and 81 of the Union Law, which prevent unions from organising activities without registration, Sovantha and Chamroeun said they didn’t claim to represent workers. “Thy Sovantha and I do not accept the warning letter from Ministry of Labour because we are not wrong,” Chamroeun said yesterday.

He added that they were consulting lawyers and would clarify their position at a yet-to-be-announced press conference.

Seng Hak said the warning letter from the ministry was a fair response.

Three men were arrested yesterday for allegedly raping a 23-year-old woman in the capital’s Chroy Changvar commune as she walked home from work on Thursday, confirmed deputy district police chief Ek Serey.

The victim was walking alone after leaving her job as a masseuse at a hotel, when one of the suspects snatched her phone and ran to a nearby pagoda, Serey said. A second man then appeared on a motorbike and offered the victim a ride to the police station to report the robbery, but instead brought her to Wat Thmey pagoda where she was threatened, robbed and raped by six men.

“We arrested three of the men and are now investigating the crime based on the victim’s report,” Serey said, adding that police are searching for the three suspects still on the loose.

The three men in custody are Koy Rithy, 33; Heng Virak, 20; and Veng Chanrath, 20.

A 2013 UN report showed that more than 5 per cent of Cambodian men have committed gang rape, higher than the regional average of 3.9 per cent. The same study showed that while one in five men have committed rape, nearly half had never faced any legal consequences.

Prime Minister Hun Sen yesterday lauded his own government’s efforts of bringing “peace” to Cambodia without “foreign interference” while calling out the US for destabilising the Middle East, where he said American policy had given rise to destructive “colour revolutions”.

The premier made the comments at the Peace Palace in Phnom Penh yesterday while announcing the winners of a youth role model competition.

While acknowledging the UN had spent $2 billion in Cambodia following the 1991 Paris Peace Agreements to organise elections, Hun Sen said the country was still at war at the time and it was his “win-win” policy – which integrated Khmer Rouge soldiers into RCAF – that had “finished” the conflict.

Praising the Kingdom’s subsequent development, he highlighted the fate of the Middle East, where he said US interference had been a destabilising force.

“Please look at the Middle East after there was inteference by foreigners to create colour revolutions such as in Libya, Syria, Yemen, Egypt and Iraq, where Sadam Hussein was toppled by the US,” the premier said.

“Have those countries received any achievement under the terms of democracy and human rights? From day to day, thousands of people have been killed. This is the result of doing wrong politics, and America is wrong.”

Hun Sen also noted the current Republican presidential candidate shared his critical view of US policy in Iraq, which had allowed the terrorist group ISIS a foothold in the region.

“Even Donald Trump, who is the presidential candidate for the Republican Party, also claimed that [the US] is wrong,” he said.

The US Embassy yesterday declined to comment.

Labor Ministry officials on Friday issued warnings to two people who have been calling themselves “union representatives” without the actual backing of any union after a number of unionists asked the ministry to investigate the pair.

The Labor Ministry said they would take further action under the Labor Law if the two did not stop.

Srey Chamroeun, a student leader known for his dogged pursuit of opposition leader Kem Sokha during his alleged sex scandal, and Thy Sovantha, a pro-government activist, were strongly rebuked by Kuy Tepdaravuth, director of the Labor Ministry’s dispute department, in a warning letter on Friday.

Two weeks ago, the two were in the news for organizing a protest against opposition Cambodia National Rescue Party (CNRP) president Sam Rainsy’s suggestion to the European Union that Cambodian garment imports should be used as a bargaining chip for human rights in the country.



They claimed to be union representatives of 110,000 workers in 10 factories and said they would lead a demonstration in favor of annulling the CNRP if the EU cuts garment imports from Cambodia.

Last Wednesday, Mann Seng Hak, vice-president of the Free Trade Union (FTU), said he sent a letter to Labor Minister Ith Samheng about Mr. Chamroeun and former opposition activist Ms. Sovantha, who has filed defamation charges against Mr. Sokha in connection with the sex scandal that broke earlier this year.

Mr. Tepdaravuth responded on Friday, saying: “We warn Mr. Srey Chamroeun and Ms. Thy Sovantha that according to the trade union law, individuals who act in a union or for an employers’ association without registration and act beyond the geographical place and professional role defined in their statute will face administrative measures and penalties.”

Mr. Tepdaravuth urged both activists to stop what they were doing and register with a union before they tried again.

“In case they still continue their activities, we will allow a second phase of compliance with the union law,” he added.

The FTU slammed Mr. Chamroeun and Ms. Sovantha for branding themselves representatives of unions and told the Labor Ministry that both had directly violated stipulations within the Trade Union Law.

Mr. Seng Hak told Khmer Times yesterday that he has not received an official letter from the ministry, but saw the letter through social media.

He was unhappy with the ministry’s response, claiming it was only a warning and not strong enough.

“I know that this warning is a message for unions as well as other associations which used to cause chaos in the public to be careful.

According to the law, this warning is their first, but for me, I wanted the ministry to be stricter than this because people will only respect the union law if it is strict,” he said. “The ministry cannot close its eyes and let people who do not have a clear role to protest in public.”

Mr. Chamroeun and Ms. Sovantha could not be reached for comment yesterday, but Ms. Sovantha said on Facebook that she had not seen the warning from the ministry.

At a protest on July 24, both activists filed a petition to the National Assembly (NA), asking them to intervene with the EU and stop any potential slowdown of imports from Cambodia. Mr. Rainsy mentioned the idea earlier this month at a meeting, but it was never enacted and would never make it through Europe’s parliament even if it was put into action, according to experts.

The petition asked the NA to “take action” against Mr. Rainsy if the idea ever did come to fruition.

But their claims of being unionists roiled those who have been working in factories for decades and led to the Labor Ministry statement.

Responding to complaints that the punishment was not strict enough, the Labor Ministry said their administrative procedures say to first remind individuals not to do something and, after reminding them a second time, are allowed to take legal action.

Hundreds of logs of illegal timber were seized across three eastern provinces over the weekend, despite government claims in April that it had put an end to illegal trade with Vietnam.

In Mondulkiri province, 453 logs were confiscated from three locations in Keo Seima district’s Sre Khtum commune, according to Forestry Administration district chief Choy Sokheang.

“The wood had been carried by people on their motorbikes. Vietnamese people were supposed to come and collect it, but they were stopped at the border so our officials investigated,” Sokheang said.

One stash of logs was uncovered on a rubber plantation, another on a cashew plantation, and the third in a charcoal factory located on the road to Vietnam over the course of a two-day joint operation between the Forestry Administration (FA), the prosecutor’s office, the army, military police and National Police on Thursday and Friday, Sokheang said.

In a separate case near the same charcoal factory, police stopped a car carrying 22 pieces of luxury wood, but the driver escaped, he added.

Meanwhile, Kratie province officials uncovered a sizeable haul over the weekend. FA officials in Chet Borei district’s Chang Krang commune seized 7 cubic metres of timber from a truck on Saturday afternoon, according to FA district chief Mey Vuthy.

“The driver escaped,” Vuthy said, adding the wood had been destined for sale in Tbong Khmum and Prey Veng provinces.

Tbong Khmum forestry officials also were busy on Saturday, seizing 80 pieces of luxury wood in Ponhea Krek district’s Korng Kang commune, according to Hak Seak Lim, spokesman for the provincial prosecutor’s office.

A posting on the Forestry Administration’s Facebook page said 37-year-old Tuon Rith was arrested along with the timber.

At the start of the year, a taskforce was established at the prime minister’s request to crack down on illegal logging in the Kingdom. In April, the taskforce announced it had put an end to timber smuggling across the border with Vietnam.

Asked yesterday if the weekend’s seizures indicated the crackdown had not been as decisive as originally thought, taskforce spokesman Eng Hy was adamant that was not the case.

“There is no wood being transported to Vietnam, and anyone who says there is doesn’t know what they’re saying,” Hy said. “The committee continues to work. When there is crime, there will be an arrest.”

Prime Minister Hun Sen is preparing to launch a legal case against an opposition senator for suggesting he was behind the murder of political analyst Kem Ley, according to a government lawyer and the premier’s own comments to CPP-friendly local media.

Ky Tech, an attorney who represents top Cambodian People’s Party officials, said a complaint would be filed against Sam Rainsy Party Senator Thak Lany today or Tuesday for remarks she made while addressing supporters in Ratanakkiri province on Friday.

According to video posted to Facebook, Lany – who has told local radio that the footage was edited – made the accusation while suggesting that Ley’s murder was connected to his analysis of a Global Witness report that highlighted the premier’s family’s vast business holdings.

“And now [we] don’t know what Hun Sen thinks anymore, [all of a sudden] to go shoot Mr Kem Ley, Kem Ley the political analyst,” Lany appears to say. In an article published on Friday night, media outlet Fresh News, which is routinely used to disseminate official government documents, reported that Hun Sen had told reporters in a closed-door meeting that “a complaint will be made soon”.

According to the outlet, the prime minister also added: “For this senator, it will not be difficult to sue and vote to strip [her] immunity, because senators of the Cambodian People’s Party have over two-thirds of the vote.”

The Cambodian constitution states that “no Senator shall be prosecuted, detained or arrested because of opinions expressed in the exercise of his/her duties”, but the charter allows two-thirds of senators to strip a colleague’s immunity.

Tech would not say whether the complaint would accuse the politician of defamation or another crime, because such a decision rested with the prosecutor. “When we lodge a complaint, we must write what the facts have caused. The prosecutor examines this fault and [decides] what offence must be used,” Tech said.

Lany was unreachable yesterday. However, in an interview with Radio Free Asia on Saturday, she dismissed the accusation, saying her voice had been edited and she did not accuse the premier of killing Ley, who was shot dead while he drank coffee in a Phnom Penh petrol station on July 10. Fellow SRP Senator Teav Vannol yesterday said he was unaware of the threatened case but said the party would provide a lawyer for the senator, whose whereabouts he said he did not know.

Though the purported remarks may be among the first attributed to a political figure directly linking Hun Sen to the killing, accusations of government involvement arose almost immediately after Ley’s death, including by opposition leader Sam Rainsy.

Police have laid a murder charge against former soldier and ex-monk Oeut Ang, 44, who was arrested about 1.5 kilometres from the petrol station after fleeing on foot.

Soon after his capture, authorities released a video confession in which Ang gives his name as “Choub Samlab”, which translates in English to “meet to kill”, and says he killed Ley over a debt. However, many have cast doubt on that motive, including the suspect’s own family and the authorities.

Contacted yesterday to discuss new video footage that shows Ang just before and during his arrest on Sothearos Boulevard, National Police spokesman Kirt Chantharith said that the suspect was “hired” as part of a “plan” but did not elaborate.

The footage shows Ang jogging along the boulevard, opposite the Sofitel hotel, before a man wearing a white helmet and riding a police motorbike pulls up beside him. Ang first attempts to get on the bike, though can then be seen running north again away from the driver.

In the next clip, Ang tosses his gun near an armed military police officer before running and getting on the back of what appears to be the same police motorbike, this time further down the road. Another clip shows several people beat the suspect while he is on the back of the motorbike, which eventually drives off.

Calling for people to post any videos linked to the crime, Chantharith yesterday dismissed any suggestion of official collusion in the murder, saying officers “tried their best to find him”.

Just days after Cambodia was accused of watering down an ASEAN statement on the South China Sea, China promised to pay for a $16 million, 12-floor administration building for the National Assembly during a visit of delegates to the country led by Assembly President Heng Samrin last week.

Assembly spokesman Leng Peng Long said yesterday that China would donate the funds, but said details were still being finalised and a formal agreement had not yet been signed.

“Because of the development of democracy in Cambodia and [the expectation that] a new political party could get seats in the National Assembly, including new staff, we need the building to work in,” Peng Long said, confirming the new structure would be built in the current National Assembly complex.

Eng Chhay Eang, a CNRP parliamentarian, said the current building and parking lot are too small for members and their staff, and said he supported having a building where “members and officials [can] work properly”.

But political analyst Ou Virak said relying so much on aid from China could lead to Cambodia “becom[ing] the tool of the superpower”.

Prominent members of the committee that organised the funeral for slain political analyst Kem Ley received threats warning them against participating and have now left the country, according to activist monk But Buntenh, whose comments were supported by at least two other members of the committee yesterday.

Buntenh, who himself has left for Thailand, said from as early as July 13, “most of the funeral committee members” were warned not to facilitate the funeral, claiming he was personally threatened by a military general on the telephone.

Moeun Tola, who was also on the committee, said yesterday that in addition to Buntenh, Voice of Democracy director Pa Nguon Teang and Ee Sarom, head of rights NGO Sahmakum Teang Tnaut, were directly threatened. Both men are understood to have left Cambodia. Teang declined to comment while Sarom was unreachable.

Tola said that although he had not received a specific threat, he had noticed strange people following him and had been contacted by blocked numbers only to have the caller hang up. Another member of the funeral committee, who declined to be named, said he had been told of the threat against Sarom and had also been followed to his office.

“I’m worried; now I don’t like going out anywhere,” he said.

Tens of thousands of people took to the streets on July 24 to join Kem Ley’s funeral procession from Phnom Penh to his home in Takeo province.

After the funeral, Buntenh said he went into hiding because he feared for his safety. Articles then appeared in pro-government media accusing him of embezzling $30,000 from money donated to Ley’s family.

However, this was roundly denied yesterday by Buntenh, Ley’s brother and the analyst’s wife, Bou Rachana. “He has never come close to the cashbox or kept the money,” Rachana said.

ប្រធាន​គណៈកម្មការ​ប្រតិបត្តិ​គណបក្ស​សង្គ្រោះ​ជាតិ ខេត្ត​បាត់ដំបង លោក ជា ជីវ មាន​ប្រសាសន៍​ថា រូប​សំណាក​នេះ​ដាក់​បង្ហាញ​ក្នុង​គោល​បំណង​ដើម្បី​ឲ្យ​ប្រជាពលរដ្ឋ​អុជ​ធូប​គោរព​វិញ្ញាណក្ខន្ធ​ជូន​ដល់​លោក​បណ្ឌិត ដោយ​មិន​ប្រកាន់​និន្នាការ​គណបក្ស​នយោបាយ និង​មាន​មនុស្ស​ចូល​ទៅ​អុជ​ធូប​ប្រមាណ​ពី ២០​នាក់​ទៅ ៥០​នាក់​ក្នុង​មួយ​ថ្ងៃ។ ទោះ​បី​ជា​យ៉ាង​ណា លោក​អះអាង​ថា ប្រជាពលរដ្ឋ​ដែល​ចូល​ទៅ​អុជ​ធូប​ភាគ​ច្រើន​ជា​សកម្មជន និង​អ្នក​គាំទ្រ​គណបក្ស​សង្គ្រោះ​ជាតិ ចំណែក​ឯ​ពលរដ្ឋ​ទូទៅ​មាន​តិចតួច៖ «បាទ! ការ​ធ្វើ​រូប​សំណាក​នេះ​ជា​គំនិត​ផ្ដួចផ្ដើម​របស់​ប្រធាន​ក្រុម​ការងារ​គណបក្ស​ខេត្ត ដើម្បី​ឲ្យ​ប្រជាពលរដ្ឋ​អ្នក​ដែល​ស្រឡាញ់​លោក​បណ្ឌិត កែម ឡី បាន​គោរព​វិញ្ញាណក្ខន្ធ​នៅ​ទីស្នាក់ការ​គណបក្ស​តែ​ម្ដង»។

មន្ត្រី​ស៊ើប​អង្កេត​អង្គការ​លីកាដូ (LICADHO) ខេត្ត​បាត់ដំបង លោក ហេង សាយហុង បញ្ជាក់​ថា ការ​ដាក់​តាំង​រូប​សំណាក​លោក​បណ្ឌិត កែម ឡី ដែល​ជា​អ្នក​វិភាគ​សង្គម​ល្បី​ឈ្មោះ ឲ្យ​ប្រជាពលរដ្ឋ​អុជ​ធូប​គោរព​វិញ្ញាណក្ខន្ធ គឺ​ជា​រឿង​ល្អ​មួយ​សម្រាប់​សង្គម​ជាតិ ពីព្រោះ​លោក​យល់​ថា ការងារ​នេះ​មិន​ប៉ះពាល់​ដល់​សន្តិសុខ​របស់​ប្រទេស​ឡើយ៖ «បើ​យើង​ឃើញ​ថា គាត់​ជា​មនុស្ស​ល្អ​ហើយ យើង​គួរ​តែ​ធ្វើ​អ្វី​មួយ​ជូន​ដល់​លោក​បណ្ឌិត ដើម្បី​ឲ្យ​យុវជន​ជំនាន់​ក្រោយ​ធ្វើ​អំពើ​ល្អ​ដើរ​តាម​គន្លង​របស់​គាត់»។
