COMFREL had submitted a recommendations urging the National Election Committee to ease the process of issuing the accreditation card for observers at provincial election secretary office as it is found that there are some challenges for requiring volunteer observers traveling from villages to sign on the observation card in advance. During the early period of voter registration, COMFREL also called for the NEC to guide the Voters registration team about allowing observers to access and verify the Hash Code in the process of voter registration. According to temporary daily result of voter registration issued by National Election Committee from 1 to 8 of September 2016, there were 1,261,024 registered voters.
